CPU Stuck at 100% Load

My CPU automatically goes to 100 percent load at startup. This issue is resolved for a short time if I change my power plan to a different plan. After a few days my CPU goes back to 100 percent on the new power plan, causing me to switch to a new plan I haven't used before.

This issue is causing me to duplicate a plan I haven't used before multiple times, so that I can switch to them as the previous plans I use get "infected" by the 100% CPU issue.


Basically this is what happens:

Use plan 1 until CPU hits 100% >>> Switch to plan 2.

Use Plan 2 >>> Duplicate plan 3 for future use since I haven't used it yet.

Plan 2 stuck at 100% CPU >>> Switch to plan 3 duplicate.

Use Plan 3 duplicate >>> Duplicate plan 3 again, to switch to later.


I have tried to go to the advanced power options for each of the plans to "Restore plan defaults" but that button is greyed out, even if I select the link "Change settings that are currently unavailable".
If anyone can help me it would be greatly appreciated.

No lag to speak of. The only performance impact that I can see is the temperature of the CPU cores and fans spinning at increased speeds since the system believes it is running at 100% load. I have not tried to game or do any other intensive activities due to fear of hardware failure.

Did you tried another CPU usage monitors then task manager ?
 


Exactly. If I change the power plan to the duplicate of High Performance, which at this time is the unaffected plan, It shows about 2%. But in a matter of a day or two it shows 100% then I have to duplicate the working plan again and use it. Rinse and repeat.

Yes. Process Explorer and Core temp don't show max load. But they are showing the increased temperatures.
 
Okay to check if the problem from your laptop or the Windows
Download any Linux OS (Like ubuntu) .iso and make boot able USB
and choose try without installation (don't install it) and open the system monitor on the live CD boot and check CPU usages
 


I agree. Some sites have led me to believe that clicking "Restore plan defaults" will resolve the issue.

But as you can see the option is greyed out for some reason.

i think its grayed out cause its already defaults
change option on any of the list and see if it became available
 


This is a desktop PC. This has to be a Windows 10 operating system issue. That is apparent by the issue presenting itself upon changing power plans.
 


Not at all. Several different settings are changed in this profile such as the hard disks staying on and the sleep mode settings.
 

Yeah i think its Windows 10 issue but try the way above or install Windows 8 or 7 alongside Windows 10
 


In my original post I stated that I have to duplicate a working power plan and use that duplicate until it fails. I am not changing anything about the duplicate. Eventually the CPU reading hits 100%, then I have to duplicate the working plan again and keep using duplicated of a working plan so that the original doesn't get affected by this issue. 2 out of the 3 default power plans in windows no longer work because of this issue. That's why I continue to make duplicates of my one remaining (working) power plan, so that I'm not stuck with the 100% usage.
 
You can change the settings of duplicates plans?
if yes then try change the minimum to 5% and max 100%
if its already like this
try live linux boot CD or install Windows 8/8.1/7 alongside current system and try if the CPU usages goes well
and what is your PC stock system that came with first time?
or this is built PC?

I built this PC. The first operating system it ran was Windows 7. I later upgraded to 8.1 and now Windows 10.
 


There were any problems on CPU usage when you were using Windows 7 and 8.1?
i suggest you to clean your CPU cooler fan and check if thermal paste in good condition
and also add case fan
in case of CPU high temp as you said but i see isn't too hot

(i suggest unetbootin)
and when you boot when you start up press F8 or F12 or F9 (its vary from motherboard to other)
and from boot menu choose USB (it maybe inside Hard disk folder in some motherboards)
and press enter then choose (Try Ubuntu without installation)
