Question CPU Stuttering in every game I play if I have any Youtube Videos on/background processes

Hello,

I have spent the last month trying to fix this issue to absolutely no avail and I could use some assistance.

Whenever I play a game, and open up a web browser to watch youtube (Which my build should 100% be able to do.) The game or browser, or both begin to lag like im playing on a computer from 1967.

My CPU cores all look fine, except for the e-core (CPU32) which whenever it hits 100% is when the stutters occur.

When I say stutter I mean Cyberpunk max graphics 144 frames, down to 1 frames for 1-20 seconds, then back to perfectly running.


Specs are the following.
Intel Core 19-14900k Raptor Lake 3.2ghz
MSI Z790-P Pro Wifi Intel LGA 1700 ATX Motherboard
G.Skill Trident Z5 Neo RGB 65GB (2x32)
Gigabyte GeForce RTX 4070ti Windforce
Samsung 980 Pro SSD 2TB m.2 NVMe
ASUS TUF Gaming 1000 Watt 80 Plus Gold ATX
Thermal Grizzly Kryonaut Thermal Paste

This is a brand new build, done just before Thanksgiving and have had this problem since installing Windows and my games.

I have done the following.

Enabled XMP
Updated BIOS
Made sure GPU Drivers up to date.
Ran SFC /scannow
Turned Gsync on, and off.
Re-Installed GPU Driver via NVIDIA Site
Checked Drive Health
Disabled Hardware Acceleration/Scheduling both in Windows and on the Browser.

This happens in super demanding games, and games that are not very demanding at all.

Temperatures are completely fine during these freezes, nothing out of the ordinary.


Please help me fix this, its completely ruining my interest in PC gaming at this point after 15 years of doing it.

But how are you cooling the processor in your build?

While you're seeing the stutters take place, what sort of temps are you looking at?

Updated BIOS
Did you clear the CMOS after verifying your BIOS was flashed to the latest version?

have had this problem since installing Windows and my games.
Where did you source the installer for the OS? Did you install the OS in offline mode?
 
Hey Luf.

I am running a Lian Li AIO and extra fan setup. This happens regardless of temp, it can happen at temps of 50c and 80c and doesn't seem to do it more the hotter it is, but rather depends strictly on the game.

For example it rarely lags my game on Cyberpunk, but the browser will lag.

But on Monster Hunter Rise, it will lag the game and browser terribly.

I don't believe I cleared the CMOS battery after updating. I will do this tonight

Installer was sourced from Microsoft's site, and was done as an offline install, once installed I added the driver for my network card and was able to continue from there.

Will be testing a new network cable tonight to see if it has any correlations.

Let me know if you can think of anything else to try.
