Question CPU temp permanently at 100c and will randomly boot at low speeds like .8-1.2 instead of 3-4.2

My computer for the last month or so has randomly been throttled after being booted. Sometimes it starts up just fine with CPU speeds of 3-4.2ghz and run normally meanwhile other times it'll start up at around 1.1ghz base and get slower and slower if I decide to play a game. The only way I've figured out how to occasionally fix this is to reset the CMOS but that doesn't always work. As for the temperature, I have cleaned the insides of my desktop and reapplied paste and everything correctly and the sensor temps never go below 96c regardless if my watercooler is connected/disconnected or pc has just been turned on for the first time today.

CPU: Intel Core i7 7700K
GPU: GTX 1070
RAM:16gb
Water cooler: Corsair icue H100v2

are you sure the water cooler is working?

First thing - I'd suspect your water cooler to be broken.
Either dead pump or clogged cpu block.

Replace it.

That indicates the cooler is not working. Disassemble and fix it or replace it. The pump might be dead.
