My computer for the last month or so has randomly been throttled after being booted. Sometimes it starts up just fine with CPU speeds of 3-4.2ghz and run normally meanwhile other times it'll start up at around 1.1ghz base and get slower and slower if I decide to play a game. The only way I've figured out how to occasionally fix this is to reset the CMOS but that doesn't always work. As for the temperature, I have cleaned the insides of my desktop and reapplied paste and everything correctly and the sensor temps never go below 96c regardless if my watercooler is connected/disconnected or pc has just been turned on for the first time today.
