Hi, I run Prime95 to test my CPU Temp at 100% is it ok to reach a maximum of 69 degree celsius without overclock? by the way I have custom cooler a noctua

it's a intel i7 950 CPU

Yeah, it's slightly warm. Max recommended package temp (TCase) is 67.9C, but 69C won't hurt anything. What's more worrying is that it's that warm at stock (and with an aftermarket cooler).

Try taking the cooler off, cleaning off the old thermal paste from both the cooler and CPU and reapplying the thermal paste.
