My CPU temperature keeps around 40 - 50 degree Celsius while idle and it immediately shoots up to 90 C while starting a game as old as Total War-Attila.

Below is the screen shot which I have captured using HWMonitor. I want to know if its a problem and should i go for some enhanced CPU Cooler. I have also heard the CPU automatically shuts down if its too hot but it never happened for me. The fan sound is also very disturbing and it keeps on spinning which i think is not normal.

I am not expert so guide me in this regard.

My Computer specs are:
Intel Core i7
8 GB RAM
Nvidia GeForce 210

You don't need to re-apply thermal paste.

With everything off, touch your CPU cooler, does it move much? does it feel loose? Touch each of the legs, do they feel loose? If one of them does, you need to twist it and then push it back in again. This might only be a temporary solution, the push pins relax over time, i'm not sure if they'll stay fixed in place if you re-seat them.
Your Processor might not be shutting down but it might be thermal throttling itself. It might be intentionally slowing down it's core clock to keep the temperature under reasonable temps. Did you ever try replacing the thermal paste? It might just do the trick and make your i7 work like it always did.

What is thermal paste? and what about fan sound. i want to lower it's speed it is very annoying.

Thermal paste is what's between the processor the your cooler which keeps them in contact. It helps dissipate heat effectively. Maybe if you reapply the thermal paste it would lower the temps and allow you to have lower fan speeds.

You meant to say that i have to open my CPU and then apply that paste. There is a great danger and possibility of frying CPU.
And if by any chance i make my mind to apply thermal paste. What is the procedure to apply thermal paste.

Now this is easy solution i will apply your tips ans see what happens. Thanks bro.

Reapplying thermal paste is perfectly safe, and quite easy, but it is often bandied around as the instant go-to solution, bad paste would only cause about a 5C rise in temps. When you are reaching 90+ you are far more likely to be seeing a lack of contact pressure.
