So I have been playing Detroit Become Human recently and I noticed my temps are like spiking to like high 70s and even to 80s when the CPU Usage is at 40% ~ 70% and then settling down to like 65 - 66. Is this a cause for concern?

*This is during gameplay not loading into the game/new chapter

Specs
CPU: Ryzen 5 3400g
GPU: GTX 1660 SUPER
RAM: 16GB Dual Channel 3000MHz
MB: ASRock B450M Pro4-F

No, it isn't. Doing that at a steady load is far more concerning.
I see, question about "steady load" part does that mean the temps spiking to high 70s when the load is like at a constant usage like 30% ~ 40%?

I also have a video that shows what i'm seeing (Happens at the 0:09 mark onwards)

It means the opposite of spikes; constant; sitting there.
Spikes are hardly anything to worry about and are expected, when loads can change in practically microseconds.
