I recently purchased an Acer Predator Helios 300 with an i5-9300h and a 1660 ti. I have found that the cpu gets very hot when gaming which is expected but even when i undervolted and limited the core clock to 3ghz it was still throttling very badly (undervolt pictures attached). Also for some reason the cpu is always at 100% during the 3 games ive tested and the GPU is between 50%-60%. Also there's barely a difference in power draw when undervolted which im not sure is expected, and also Core 0 and Core and 2 is sometimes 15-20C higher.

Your undervolt is not working at all because you have Windows core isolation memory integrity enabled or some other VBS feature enabled. You need to disable those safety features so ThrottleStop can access the voltage control register.

After you do that, reboot, delete the ThrottleStop.INI configuration file and try again. Post an updated FIVR screenshot.

When you enter a negative offset voltage and press the Apply button, the value has to show up in the FIVR monitoring table under the Offset column. Your screenshot shows +0.0000 for all values under the Offset column. That confirms that ThrottleStop is not working. You should also not be seeing 0.3799 under the Voltage column. The VCCIN slider should be set to Default and this slider should be locked.

When your computer is idle at the desktop, the average C0% should be 1% or less. If you are way higher than that, check the Task Manager Details tab to see what is running on your computer. Eliminate whatever does not need to be running all of the time. High idle C0% will interfere with FPS and smooth game play.
