Hi im looking to upgrade my cpu from a AMD FX 8350 Black Edition to possibly a AMD FX-9590 Vishera 8-Core 4.7 GHz Socket AM3+ 220W.

i wanted to know if that was a good choice for a upgrade and if it was possible on my current motherboard and if i would have enough power to run it? also what kind of upgrade could i do to my ram?

SPECS:
Mobo: ASUS Sabertooth 990fx r2.0

Processor AMD FX(tm)-8350 Eight-Core Processor

Video Card NVIDIA GeForce GTX 970

RAM 16 GB ddr3 hyper x blu

PSW: XFX P1-850B-BEFX Pro 850W Modular Power Supply

No thats a horrible upgrade. They are the same cpu the 9590 just has a higher TDP and stock clocks, your fx 8350 should be able to hit 4.7ghz no problem on your motherboard with an overclock. The 9590 is nothing but problems anyway, its a hot, unstable, power sucking monstrosity. You would not believe the amount of questions we get regarding issues with that cpu. If you want to upgrade wait for AMD zen or switch to intel. "Upgrading" from an 8350 to a 9590 is not worth it at all, in my opinion.
It wouldn't be worth the money to upgrade to that CPU now. AMD is releasing it's next platform of CPUs and a new socket for them in January 2017.

If you're willing to wait, look for Zen benchmarks to roll out.

I advise against buying a 9590.
