CPU Upgrade or GPU Upgrade?

I have around $700 ready to spend on upgrades for my PC. Right now, im interested in getting a GTX 1080 but I'm also debating whether I should go for a 5930k + Motherboard instead.

My current PC specs:
- 4790k
- GTX 970

Youtube rendering, streaming, and gaming.

I'm leaning towards the CPU because I have multiple windows open since I multitask, I also do 3D Modelling for custom armors in Fallout etc. using 3DS Max

GPU will have an impact in gaming and rendering and streaming is more CPU. It's your call.
