CPU Usage 100% while gaming

Some of those games can make use of hyperthreading, and games like bf1 will generally push any i5 to 100% even when oc'd. It's not just that you're limited to 4c/4t but the 6500 is a midrange i5 with somewhat slower clock speeds. It will turbo boost up to 3.6ghz, likely closer to 3.4ghz when all 4 cores are being used. There's a difference vs faster clocks at 4.5-4.9ghz. An i7 7700k or i5 7600k oc'd in that range will be a bit over 30% faster. It won't necessarily mean 30% higher fps, the improvements aren't linear but 30% clockspeed is significant.

Witcher 3 is another game that makes use of hyper threading and improves min frame rates. As others suggested, try turning the eye candy up. Your gpu was hovering around 75-80% use in that...

The video looks smooth yeah but trust me it does not feel like it

Just turn VSync on. VSync matches your monitor's refresh rate to fps so it will get rid of the screen tearing and it wont create unnecessary frames. Also, in the video, your gpu was around 80% usage meaning that your cpu was holding it back AKA bottle necking it. Turning VSync down will lower the amount of stress on your cpu, but really I'd recommend toning your settings down so you can have a steady 60 fps.
 


I know VSYNC will solve the problem but vysnc will increase input lag and i do not like it.

In my experience, VSync creates no noticeable input lag and most people who do feel it are imagining it, but to each his own.

As for your CPU, it IS the bottle neck to your PC and it IS what is preventing your GPU from reaching its full potential; but only you can justify an upgrade. Are you willing to spend ~310$ (a 6700k which is the next step up) to get a few extra FPS?

Another option is overclocking, but it requires some skill and a decent cooler. But it's free (if your careful)
 


The issue with using a program like afterburner to cap FPS is that it won't necessarily sync the frames to the monitors refresh rate, so tearing may still occur.
 
crank your GPU settings to high at least....

Currently, the GPU is waiting on your cpu, which is taxed to keep ut at 1080P..

the 6500 (4c/4t) is beginning to show it's limitations in some newer games...


(ALthough I'd not overly fret over mere cpu-utilization numbers, as long as your frame rates are sufficient....)

Your gpu was hovering around 75-80% use in that witcher gameplay. Given all the eye candy in the game you must have had graphics turned down some, try pushing the gpu a bit harder and it may balance out the cpu use to reduce some of the stutters.

It could be a number of things including the server (multiplayer) you happen to be on or your internet connection. A slight hiccup here or there would affect the response. With the video looking smooth and not being to able to feel/experience what you're getting in actual gameplay it's a lot of guesstimating.
