My CPU Usage is at exactly 100%,on PC startup it is quite low,but then rises up almost instantly followed by the processes amount without anything open (idle). I have a Win 7 32 bit desktop. Any help would be much appreciated.
I would start with the basics of malware scan, virus scan and CPU thermals to see if there's anything is wrong there. Also Task Manager to see what is using up the CPU.
Virus/Malware scan didn't give any results,both cores are 85 degrees C or 180 F,task manager shows lots of svchost.exe's which take a lot of memory. That's about it.

Don't know what your CPU is so the 85 deg C you mention lacks context as to whether it is hot for it or not. That would be the next thing to verify.
85 deg C isn't quite throttle temperature yet, which according to the article would be 100 deg C for that particular line of CPU. Doesn't hurt to clear the inside of the case, fans and heatsink of dust though. I do assume the temperature was read at 100% of CPU usage.
Aside from that, I'm not sure what else could be checked. Hopefully others will be able to provide a different perspective which I missed.

Did you install any software lately? I have i5 2500K. When I select custom install for MS office where I pick certain app that I need. Once it is done and after bootup, I noticed my system is very slow to response. Even at idle and no application open, I noticed svchost.exe keeps running between 50 and 100% of CPU usage all the time for no reason. I uninstall all custom office and select default install so it install all MS Office . Afterward, everything back to normal. svchost.exe is near 0%. This is only experience that I know with abnormal high usage of svchost.exe
Nope,no software was installed. Although about 4 days ago I unplugged and plugged back my PC because of it being unresponsive,could that be the reason?
