i am having problems with my cpu. my cpu doesn't seem to go above 3.4 GHZ (84%) when running Cinebench multi core even though the base speed is set to 4 GHZ (the maximum recommended). I've checked the power plan in windows and that is set to 100%. I've also checked the maximum cpu usage in the resource monitor (task manager > performance tab > open resource monitor) and that is also set to 100%. I've also checked the cpu temperatures and they don't go above 72 C.
I am using a Amd Ryzen 5 1600 cpu.
