CPU Usage Question

I dont have a ton of knowledge in CPUs im mainly a graphics card guy but I was looking at my CPU and I think my CPU usage is higher than usual.

I have a i5 4440 which I bought 2nd hand a few months back and I was just wondering if this is normal.

My CPU Usage when watching 1080p60fps videos on youtube is like 75-80% and when im doing things like even playing runescape 2007 my CPU usage is like 40-50% which doesnt seem right to me.

Is this normal? Im pretty sure my CPU is normal in games that are intensive but I was having problems with the Division beta where my CPU was at like 97% constantly

what OS? if not windows 10 uninstall every non security update as the windows 10 upgrade hardware qualification checks tend to do this because they are piss poorly coded and never turn off/deactivate and were quite frankly poorly designed and act like huge leaks/bottlenecks. if windows 10 check your memory timings extra ram to cpu calls when ram is going bad or not properly set up can do this just before they start blue screening.
