CPU usage too spiky

I got windows 8.1 ,but my pc is like 6 years old all the stuff i got only new psu corsair vs650 and an ssd samsung 840. I am rly glad with the speed of the ssd,but when i play sometimes it freezes and lags and i dont rly know why.I think that my gpu 9800+ gtx has a6 pin connector and my psu has 6+2 conenctor and my cpu motherboard has 4 pins and my psu connector has 8 or the cpu usage or because i use rapid mode(if it is cpu intense) or it could be that when i changed psu there was a cable from the case (power button)that i couldnt find a cable from it to match it.My motherboard is gigabyte ep31-ds3l.I would appreciate any suggestion.

If your computer is as old as you say it is (6 years) then the problem is your OS. Newer Operating systems need better hardware to run, I had a HP dc5750, and I threw Windows 7SP1 and an Nvidia 8600 GT in there and I was able to play some games perfectly fine. The OS was slow and it would stutter, booting up programs was horrible at times, although sometimes fast, and finally my CPU usage.

The CPU that was in there was an AMD x64 x2, which was an old CPU running at 2.2GHz with an old architecture, that was designed for Vista. The CPU usage would sometimes stay at 100%, drop to 40%, back to 100% and then repeat with old spikes and jumps.

The bottom line is that if your computer is old, then it will be hard to run different OS's. The components are old, therefore they are being put to the limit to run the OS, (your CPU especially). It has nothing to do with your connectors or PSU.

Ty for the answer :).I rly didnt thought that.You should be right.Actually my cpu is q9550 but yea is definetly old for windows 8.1.So i need to put vista on the pc or windows 7.Actually as i saw on my motherboard page it says that it is compatible with windows 7 so it should be fine right?And could i run simple windows 8 instead of 8.1?
