CPU With Low Frequency

I have an AMD FX-6300 with A MSI 970 Gaming Motherboard. I should be able to get 3.5GHz from the CPU with no overclocking. However I can't get it above 1.33GHz in any capacity. I've tried the high performance power option in windows, I've changed the CPU settings in the BIOS to remove any power saving options as well; including AMD Cool'n'Quiet, Core C6 State, C1E, and I enabled High Performance Computing. When I made these changes it worked briefly, where I was getting the appropriate 3.5GHz, but 5 minutes later it had dropped back down. My CPU temperature is usually around 20 degrees Celsius when at 1.33GHz, and 40 degrees Celsius when at 3.5GHz. Does anyone know a way I can fix this?

it doesnt need to run at full speed all the time.
if windows is "picking its nose", you dont need all cores clocked to 3.5 ...
leave C&Q on, disable c6, enable c1-3 etc, set all power/temp settings for cpu/chips/vrm etc to norm/reg/100%.

maybe start with loading defaults and start optimizing from there (turning on/off onboard chips or things like ahci), then save it as profile.
tweak from there...

I realize that it doesn't have to be there at all time, but I can't get it there at any point now. It sits at 1.33GHz without moving at all, regardless of what I'm doing. I'll try those recommendations and see how it works for me.
