Please see the screenshots. Is this normal/okay? 😕 Maybe it's some sort of speedstep type tech? IDK

Yes, it is normal, frequencies are not perfectly fixed, they do fluctuate with CPU changes. Also, not all numbers are whole, so it can be even more sensitive to slight changes.
I mean, they flip as I watch in CPU-Z, in coordination with FSB/RAM and CAS etc... HWinfo64 doesn't show CAS changing, just MHz, same numbers as CPU-Z.When you say fluctuating, do you mean if you keep CPU-Z open it'll flip between the two as you watch? Or one time when you launch CPU-Z it may show one, and the next time you launch in the other?
I'd make sure your BIOS is up to date.
Yes, I've done this. Tried swapping them and using one at a time in different slots. Same result.Remove the 4GB stick and see if it still does it. If it does, remove the other stick and replace it with the first stick, and see if it still does it.
If yes, try both sticks, separately, one at a time, in the OTHER DIMM slot and see if it does it with either stick regardless of which slot it is installed in.
If it does, switch the slots you have them currently installed in and with both sticks reinstalled, see if it still does it.
