Question CPUs for an Asus Z13PE-D16 ?

I'm specing out a system using a Asus Z13PE-D16 motherboard, the idea is to use a pair of Xeon's, and I'm trying to work out what would give the largest number of threads at a respectable speed. Initially I was thinking of a pair of 5520+, but noticed the Asus board has a TDP of 350W. A 5520+ is 205W so a pair of them would be 17% over the board's power budget [limit?]

Questions are:
1) Would I get away with that assuming paying attention to cooling?
2) What other cpu would be OK. For example a 5512U?

Any advice appreciated.

As of the 350W limit, i think it is per socket, rather than for the whole board. Still, wouldn't hurt to ask Asus which it actually is.

Since once confirmed and IF 350W is per socket, you can go all out. But if 350W is for the whole board, then you're limited to 175W CPU in dual-CPU conf (e.g 2x Xeon Gold 5411N (1.9G, 165W, L3:45M, 24C, HT)).

Yes it's puzzled me if its per socket or the whole board, the docs are very vague. I'll try pinging Asus. Actually the limit is going to be more cost based, the more I think about it the more the 5512U seems a good choice in the price/cores tradeoff. I have a couple of Noctua NH-U14S dual fan coolers, hopefully they will be sufficient.
