Question Creating a Clip from a Youtube Video (or finding someone who can)

I want to take a youtube video and clip part of it, then paste heads over the characters (for a meme video). How can I do this; or is there anywhere online where I can find someone to make it for me?

I am definitely in the "paying somebody to do it" category. Where would I find these people (and how much would they cost)? It is a real simple process, I am guessing -- the clip will be 15 seconds long and all it needs is to paste two different faces over the faces of characters that move around a bit.
