CRITICAL_PROCESS_DIED boot loop

I started up my Windows 10 HP envy I got in December (3 months tomorrow) today with my phone's hotpot on. After it started I got a black box in the bottom right corner saying something along the lines of "there was an error downloading windows updates". Then when I tried to update Java, it wouldn't download and I got another box telling me to restart to fix errors or something like that. Now it's in a boot loop giving me a CRITICAL_PROCESS_DIED error. System restore fails and gives me the error 0x80070002. I can't boot into safe mode either. I used sfc /scannow in the command prompt gave me "Windows Rescource Protection could not perform the requested operation."

I have most of the installers I need in my documents, and I really just want to back up those and my documents/projects to my external hard drive. It wouldn't be much of a pain to do a fresh install once my files are safe, and I have an external hard drive.
 
It won't boot into safe mode either. I managed to back up my files with xcopy, and tried to reset the computer, with and without saving my files, but it wouldn't work either way.
