Question System problem

My little brother's system is
Intel 11700K
Asus ROG Maximus Vii Hero Motherboard
32GB DDR4 Vengeance Memory
AMD Radeon 6950XT
Samsung 870 evo SSD 1TB
M2 samsung 970 evo 1TB
(2) Seagate 1 TB SDHDD Drives

I'm not sure if this is weird or not. His computer doesn't load any games at his house it just shows a window but nothing happened. He brings it over to my house and everything runs well. He doesn't have another mointor cause he broke the another monitor I gave him. He had the power changed at his house cause they told him that his house wasn't strong enough to run a computer. It still doing the same thing as before. I'm thinking something is wrong with the monitor. Any ideas?

You forgot to mention the make, model and age of the PSU in your brother's system. The only difference in your abode and your brother's abode is the internet connectivity, as well as the source of power.

Have you asked your brother to try different display cables and display output ports?

Does this mean you cannot see the computer boot into Windows? No boot splash screen, no POST info, no Windows login screen and no Windows desktop?
