Question CS:GO FPS issue

For some reason i seem to have quite some FPS issues
I feel like i should have at least stable 300 FPS but that's not the case. My average fps is around 160-300, it keeps changing.
PC specs on benchmark:

Game 54%, Desk 74%, Work 55%
CPU: Intel Core i7-6700 - 77%
GPU: Nvidia GTX 970 - 54.1%
SSD: Liteon CV1-8B128 128GB - 82.3%
HDD: WD Blue 1TB (2012) - 104.9%
RAM: Hynix HMA451U6AFR8N-TF HMA41GU6AFR8N-TF 12GB - 55.3%
MBD: Acer Predator G3-710

Improvements for 300capped or + fps

FPS will fluctuate in all games depending on how much action is going on....; naturally , staring at a wall or the floor can have 400 fps, while running and turning with lots of opponents can/will drop the FPS ....

It will not be constant 300 fps...

What is your RAM config? is your '12 GB' with two 4 GB sticks, and, one additional 4 GB stick? Not running dual channel will cut performance/memory bandwidth...; in short, you want two sticks, or four... (a pair of 8 GB modules would be best, of course)
