Cs go fps

Hello i have an issue.
When i play cs go,i have 40 fps and 70+ ping
When i try to alt+tab its freezing

My pc specs:
CPU: AMD FX-4300 4cores
Motherboard: ASrock 990FX E3
RAM: HyperX 4GB ddr3 1866mhz
GPU: GeForce GT 610 2GB ddr3
Cpu temp: 36 C ( i have hydro cooler=zalman)
OS: Win 7 64bit not activated
power supply: 950W

How can I increase my fps?
1) +8GB ram
2) buy another gpu?

On which settings are you playing csgo?
If you dont play with all the Graphics settings set to the max you should get around 70 - 90 FPS

But still your Graphicscard is a bit old....
How much money would you want to spend?

I would recommend you to watch out for a new GPU
Something like a GTX 1050 would be more than enough!

Your gt 610 is simply put a potato. Upgrading it will increase your performance quite a bit.
