I have an old amd dual core e series apu. I tried playing cs:go on it but it gives very low fps around 15-20 with everything on low and with bots so if i add a cheap graphics card like gt 610m will i get good fps like around 40 on server? Will the game be playable??

Yes i know but thats all i have at the moment. And without graphics card it gives near about 15-20 fps with bots, so on a server with no bots it should give 30 fps or so. If i add graphics card then will the performance incerase? Im stuck with this system coz my parents wont allow me to buy a new one i can only upgrade the existing system.

The CPU is so slow that I doubt you'll see any improvement with a discrete graphics card, and for the price of a card that you might consider reusing if and when you do eventually upgrade (~$100) that won't just go into the trash bin, you could get a new motherboard and processor that will be a significant improvement, and have a much faster integrated GPU too.
