I have a PC with Windows 10 Pro (version 1809) without an embedded Bluetooth hardware. I have bought CSR8510 A10 dongle for that cause and currently the PC doesn't identify him (it used be before I formatted this PC). I tried to update it's driver and I have received
" Windows found drivers for your device but encountered an error while attempting to install them. Generic Bluetooth Radio. The system cannot find the file specified. "
I believe it is related to a problem with my Windows Update because there are 8 missing important security and quality fixes (according to Windows Update) and the computer cant install them due to error 0x800703e3.
When I tried to download the drivers and install them it didn't help and even when I installed CSR driver from the official website I have received a runtime error (of C++), "Program: C:\Windows\system32\regsvr32.exe R6034"
What should I do next?

Solution
First I would try the Bluetooth Troubleshooter, Settings-> Updates and Security-> Troubleshoot -> Bluetooth

What make Bluetooth doggle are you using? You might try uninstalling your Bluetooth drivers, check c:\Program Files to make sure the drivers are completely gone. Once this is done, restart your PC and see if Windows 10 tries to load drivers for it. If it can't find the drivers, go to the Device Manager and try to upgrade the drivers; For some reason the Bluetooth devices are hidden, so you have to click View-> Show hidden devices, to find them. If there are no devices, then check for Unknown devices.
It sounds like your Windows file systems are corrupted, as the failure of download/installing updates can indicate a major issue. What did you mean by "formatted this PC" in "it used be before I formatted this PC". You may want to try running sfc /scannow at a command prompt, but a clean install may be the only answer.

I had an old version (of 2017) of Windows 10 and had the same problem althought I was managed to have a driver for the Bluetooth and I only had some difficulties to find my Bluetooth devices (due to my doongle). Therefore I have managed to donwload and Install Windows 10 Pro Version 1809 with the hope of solving this issue. I have no idea what I have done or what I have installed that ruined the system files. Currently I am trying to find a solution which doesn't involve formating my Windows again...

Troubleshooting has been resulted with the answer :
"Device does not have Bluetooth

Bluetooth is not avaliable on this device. Please try using an external adapter to add Bluetooth capbility to this computer"

I have uninstall my Bluetooth drivers, clean them from my computer and after reboot the upgrade of the driver didnt sucessed.

You don't need to install anything! Just find you adapter in device manager, then choose to install a driver from a list. Then "let me choose from list" CHOOSE GENERIC BLUETOOTH ADAPTER Then you are done!
