Cup and system failure message but the fans are working

I am working on a Dell xps one A2010. On boot is says that the cpu and system fans have failed, however the fans are working. What can cause that?

I'm gonna take a quick stab here that perhaps the HSF is loose or the thermal compound needs replacement. Might also check BIOS to make sure the fan is set to at least 60% (if that option is there).
