Question Curious case of slow upload speeds ?

A few weeks back some storms came through my area and knocked my power and internet out for a few days. Once everything was repaired, I noticed my upload speeds were really bad on some of my devices (PC, Xbox and cell phone). Before the outage I was getting upload speeds of around 40 Mbps but after the repairs it was never faster than 14 Mbps and often less than 5 Mbps. I've tested the PC and Xbox on wired ethernet and wi-fi but the results are the same on both.

My download speeds are the same as before, modem has the same trained speeds as before and there has been no provisional changes made. Had a tech come and check things out and he confirmed the speeds to the modem and from the modem were good. Still, he decided to try a new modem but the results were the same on my devices. (good download and bad upload).

Now the curious parts. The tech was also getting the slow upload speeds on his cell phone to begin with on both the old modem's and new modem' wi-fi but by the time he was leaving, the upload speed on his phone was up in the normal (35-40 Mbps). My cell phone's wi-fi upload speeds stayed bad for a few days after the tech visit but magically got better yesterday and are now around 30 Mbps. Testing on a couple of friends cell phones and a laptop gave the normal speeds.

So now I'm left with my PC and Xbox stuck with the slow upload speeds and haven't a clue what's causing it.

Here's some of what I've tried. Can't remember it all since I've tried so much.

PC -Tested on both ethernet and wi-fi, checked for network driver updates, uninstalled and reinstalled net work drivers, unplugged from power for a couple of hours, disabled antivirus for testing...

Xbox - Reset to factory settings (only keeping installed games and apps), unplugged from power for a couple of hours...

My ISP is Windstream and I'm on a DSL bonded pair connection with 200/40 Mbps provisioned speeds.
I'm running Windows 10 on a cheap little Acer Aspire XC-1660G

One note, my power came back on a couple days before my internet and I used my cell phone as a hotspot for connecting only to my PC and Xbox. I turned that off on my phone and cleared it from my PC as an option to connect to.... Just found it odd that the only two devices I connected it to were the ones still experiencing the slow upload speeds.

Make and model info for modems (old and new)? Make and model router?

Some things to do or look for:

Ensure that the PC's only have one network adapter (either wired or wireless as required) enabled. Not two network adapters of either type enabled at the same time.

Check the IP addresses for all devices. The power outages or other events may have reset network configuration back to default/factory values. Look for duplicate IP adddresses.

DSL splitter/filter? The splitters tend to be cheaply made and can be problematic. Worth swapping in a new one.

Disable IPv6.

On your PC run "ipconfig /all" (without quotes) via the Command Prompt. Post the results.

You should be able to copy and paste the results without needing to retype everything.

Both units were modem/router combos.
Old one was a - Zyxel VMG4927-B50A
Current one is a - Actiontec T3260

Only network adapter I saw enabled was the Realtek ethernet adapter. I took a screen snip to be sure that's what you are referencing but I don't see an option to directly upload and post it here.

Saw no duplicate IP addresses.

No splitters or filters as far as I know.

Disabled IPVv6 (Fyi, I did so after running the ipconfig/all command)

The PC's "ipconfig /all" results indicate that the PC is getting its DHCP IP address from a Gateway 192.168.254.254 (subnet 255.255.255.0) and was given 192.168.254.65 as an IP address.

What IP addresses are being used by other network devices? Do you have any Static IP addresses assigned?

What IP address is the Xbox using? Check subnet masks as well. Easy to have typos....

Are you able to log into the Admin menus of the Actiontec router per the above link?

No need for any immediate changes: objective simply being to look and determine what if anything, unexpected or not as expected, is discovered.

Also run "arp -a" via the Command Prompt. There should be some list of Internet devices using 192.168.x.x

Make note of those IPs and their corresponding Physical Address and Type.

First, I just want to thank you for helping with this. Secondly, I'm kind of a noob at this stuff but will do my best to try and provide you with what you need to know. I am however pretty good at following directions so...

Yes, that is the correct modem/gateway. Firmware is up to date on it. And yes, 192.168.254.254 allows me to access the Actiontec's settings interface.

From what I could tell (don't forget I'm a noob), the Wireless network adapter was using the same set as the ethernet adapter (192.168.254. 254). I haven't set any static IP addresses but the command prompt you had me run showed some I think.

Xbox IP address is - 192.168.254.67 Subnet is - 255.255.255.0

Tried a few times and Command Prompt said it didn't recognize = = = = Images/screenshots = = = = Hope just using the sniping tool is alright. Did you want me to post the arp -a results? I wasn't sure if there was something not safe to post in there or not.

Nothing amiss there as far as I can see.

Note: No network devices should have the same IP address be it DHCP or Static.

One thing to be sure about is that only one network adapter (be it wired or wireless) is enabled on the PC. Not two network adapters enabled on the PC at the same. (Excluding special circumstances that do not apply to your network.)

According to the posted imgur image only the Ethernet Realtec PCIe network adapter is enabled. That is good.

Nor am I seeing any duplicate IP addresses.

Suggestions:

Allow the network a bit of time to get things sorted out.

Use the router to check for connected and disconnected devices: make note of IP addresses and MAC/Physical Addresses to know which device is using what IP address.

Change the DNS server addresses to Google 8.8.8.8. and 8.8.4.4 on your PC.

Then run "ipconfig /all" again and post the results.

Well now it makes sense why that didn't work in command prompt. lol

I see no network devices with the same IP address. Got quite a few devices connected to the network so it would take me a little while to sort mac addresses... but I didn't see anything amiss at first glance.

PC & Xbox both still slow though - correct?

First, open the Command Prompt (as Admin) and run the following (you can copy and paste).

wmic nic where netEnabled=true get name, speed
Post the results.

Yes and kinda no on the PC and Xbox upload speeds still being slow. There is a twist that I discovered on the Xbox yesterday.

I've been testing the Xbox speeds through the internal Xbox Settings - Network Settings - Test Network Speed and Statistics and always get a sub 5 Mbps upload result. However, yesterday I decided to try running a speed test on the Xbox's Edge browser and got 30+ Mbps upload results. It did stumble down into the teens on like 2 of the 5 times I tested it. Ran the speed test at the Ookla site on the closest server to my location.

Tried to duplicate that on my PC (Edge - Ookla - same server) but got no results above 10 Mbps up.

Intermittent speed results: swap in another Ethernet cable.

Especially if you have a cable that is currently being used by a system without any apparent speed problems.

Especially if you have a cable that is currently being used by a system without any apparent speed problems.
Already tried switching cables on the PC without any luck. Went ahead and tried it on the Xbox as suggested. No luck there either.

Take a closer look around for a splitter/filter somewhere.

Trust me, I get it. I've read and tried so many things over the past couple of weeks, that I'm about ready to take the PC and Xbox out behind my house and set them on fire.

There are no filters inside the house. There used to be when Windstream only had the old copper wire 3-10Mbps DSL in my area. But they upgraded things and removed those filters when I switched over to their 200 Mbps internet. I guess there could be an outside filter somewhere along the line.

After reading your last reply, I decided to try some things and if they worked great and if they didn't. oh well.

Did the network reset - no luck
Reset modem/router back to factory settings - no luck
Tried connecting the PC to my phone's hotspot connection and then disconnect it - no luck - Tried that just because I've always thought that had something to do with the problem. After all, the PC and Xbox are the only two things I connected to my phone and the only two having problems.

Lastly, just for fun, I wanted to use my PC as a hotspot and see what kind of speeds it would pass along, but I could not get my phone to connect to it. The phoned started out giving me a "ip configuration failure" message. After trying several more times it started listing the connection as "saved" but would not connect because it couldn't obtain the ip address.

Any ideas what might be causing the above? Firewall, Anti-Virus...

Phone is a 2022 Moto G Stylus. I tried both Windows hotspot options on the PC (wifi and Bluetooth). The phone found the wifi connection fine but nothing on the Bluetooth.

Open Powershell as Admin and run the the following cmdlet at the PS? Prompt:

Also, by any chance, are you trying to play the same on the PC and the Game Box at the same time?
No to the gaming... on anything other than the Xbox at any one time. I've even disabled the WIFI on the modem/router so that the only devices connected to the internet are the Xbox and my PC. Still the same slow upload speeds.

I compared the results for the two PCs and the only difference besides the suspected things (Mac address, different hardware makes...) was the difference in the numbers listed for InterfaceIndex.

I am not aware of how the index would impact upload speeds beyond some corrupted value that confuses devices/networks. Now out of my comfort zone in that respect.

Does the Actiontec router have any logs or tables showing signal strengths?

Likely presenting information for downloads and uploads in paired columns.

There are various logs... showing different things. Are you wanting WIFI signal strength, Line speed for each pair....?

There's a "System Monitor" section that has these options.

Refer to the User Manual (link in Post #4) starting on physically numbered Page 21 for more information about each log.

ARP Table and Network Device table simply lists devices, IP addresses, and MACs for devices that are connected and keeping a record of devices that were connected/disconnected. Key is to look for devices you do not recognize.

Double check that wired network devices are plugged into LAN ports. And not the WAN port.

The other four tables are more performance oriented. What you look for in those tables is some change or changes relevant to upload speeds and when the PC and Xbox were connected.

Or when the upload performance was as expected but then dropped again.

Overall the Gateway's logs provide quite a bit of information.

Even though it can all be overwhelming at first simply reading through the User Manual while looking at the features, functions, and router admin screens is necessary. Pay attention to anything that is not as expected or otherwise does not seem to make sense.

Some setting that you established no longer being what you configured. Gateway back to default setting perhaps.

Ensure that IPv6 is still off.

Check the wireless status screens per physically numbered Page 19.

I would expect that the system log should provide some indications of when the PC and/or Xbox were connected (or disconnected). Check those entries and then whatever else may have happened around the same time.

Use MAC's to keep track of individual devices. So if you see a MAC listed in the logs you know which network device is the source/cause of the log entry.

Once you have a sense of the routine log entries you will then become much more able to pick out the unusual log entries that are likely more relevant to any given problem.

Oh man, I think we've hit the point where it's over my head with this stuff.
Anyway, the logs I did view, I really didn't know much what I was looking at. I did see dates listed but none went back far enough to when the PC and Xbox were fine.

I've already factory reset the Gateway twice and got the same slow upload speeds on the PC and Xbox. Also reset the Xbox to factory settings and still the same slow upload speeds.

Note on the Xbox: I took it to a friends house to test the speeds and make sure it wasn't a Xbox hardware related problem and it tested to my friends speeds as it should.

I don' even know if this is possible. But with a Gateway factory reset, a PC network reset and a Xbox reset not resolving the slow upload speed problem, could that point more to my ISP (Windstream) perhaps throttling... the upload speeds to those two devices?

Honestly, this has put me on the verge of ditching Windstream. Only problem is, I've got about a 6 week wait on a new ISP install. Sigh

Regarding Windstream: if they are at all interested in retaining their customer base (especially with a competitor on the horizon) try calling them again.

Determine if there is any real interest in helping to resolve the upload speed problem.

I'm not sure how to check NAT configuration (looked in manual but still couldn't see how). I know that when checking LAN Services -> NAT Table -> Nothing is listed in that table

When checking the Network Device Table, I see that my PC connection is listed as Port 1 - Static and the Xbox as Port 2 -DHCP.

As far as Windstream goes, I've been pretty frustrated with them for a while now anyway. They want to send another tech to look at things again but I'm tired of taking time out of my day for what's likely to be just another confused tech that's just going to throw another gateway at the problem as a fix. And when that doesn't work, they'll just say they don't know what the problem is.

Did some reading on double NAT, but really didn't see anything about it occurring on a modem/router combo like the Actiontec T3260 that wasn't in bridge mode or AP mode (which mine isn't).

For the PC's IP address, it's now showing as DHCP in the Network Device Table. But it 100% showed as Static earlier this morning. And no. I did no configurating of any kind of the PC's IP address. Strange I guess?

Would putting the Actiontec in bride mode and using my own router possibly eliminate some of the problems we're working through here? I've honestly wanted to do that for a while now, just so I could have better control of my network. Even have a brand new TP-Link router I picked up on sale a while back.

You want one and only one router/gateway providing DHCP IP addresses to network devices that request a DHCP IP address.

Most routers can server as an AP with their DHCP / Gateway functions disabled.

If you are using APs then I expect that those would be using static IP addresses and configured accordingly.

Question: Have you made any changes to the lease times?

I haven't made any changes to the lease time, unless clicking on the release/renew modem IP address tab had an affect on it (I did do that once). Don't know if this might have caused the lease time change but as mentioned before, I have factory reset the modem twice and uploaded the saved configuration (saved right before reset) after the factory reset didn't resolve the slow uploads.

First PC - Acer Aspire XC1660G
Second PC (note: added after problems had already started) Acer Aspire XC-830-UB11
Xbox Series X

Wireless to other network devices is numerous and I don't have the time right now to gather all that information.

Anyway, would it hurt anything to try the TP-Link router out and see if that might fix things?
