Customize account privileges in xp

Hello,

I would like to create a limited account in XP that just has access to pdf files that I load on the desktop. no other files,programs or Internet should be able to be opened.

Is this possible. so just want a desktop with bunch of PDF files and nothing more

I will also have to be able to print to a network printer.

I believe I've found a Solution through microsoft for a program called SteadyState 2.5
to my luck Microsoft doesn't offer a download for this program as they pulled support of it back in December 2010. If anyone know where I can still download this please let me know
