Hello!

I'm sure everyone is excited as I am for the new game, I've waited quite sometime in not upgraded to be able to justify a new build for this game and futures..

I want to play the on max settings on a 4K resolution. Expensive build, but it's what I want and worked for in saving up.

I do plan on getting the rtx 3080, so it'll be around that.

Please, help me figure what would be best, and why do you think I should go that way?

Solution
I would say if you want the best thing out there to run max settings 4K on this new title with at least 60fps, you should wait for the new AMD and NVIDIA cards.
Otherwise just get a 2080 Ti and a 9900K with 32GB of RAM, install onto an SSD of some kind, and call it a day.

How could I tell you without second-guessing? There's no samples available to base a recommendation off of, and that doesn't do you any good.

All I can tell you is that at 4K, games are entirely gpu bound, so the cpu plays far less of a role there; something like a 10900K would be a HUGE waste of money at that resolution.
Since Intel's speed edge lies in the user playing at 1080p or lower, I'd point you at the awesome value of Ryzen, which would let you invest more into a stronger gpu.
I couldn't specify which Ryzen cpu, because I don't know what Cyberpunk is capable of running.

Tentatively, something like this should be good enough...

If you have a gaming PC now don't upgrade anything wait till the game is released and try it! Or at least see some real benchmarks of the game.

I remember when Watch Dogs was coming out the recommended processor was a i7 and everybody was trying to upgrade for it but they had a huge surprise after the game came out a simple 2 core i3 ran it almost just as good.

I think i would need too many parts to upgrade my current.
Current:
i7-6800k 3.4gh - OC to 4.0
32GB DDR4 3200MHz Corsair Dominator Platinum DHX
GeForce GTX 1080 8GB (EVGA ACX 3.0)
ASUS X99 STRIX GAMING
850W EVGA SuperNOVA
H100I platinum

I dont know if my mobo can handle the 3080, or if the 6800k is good enough?

WHAAAAAAAAT~

I don't think you need to change anything, except for the gpu. Just wait for actual Cyberpunk gameplay and see what some folks have to say about how it runs at 4K.

You think the 6800 can handle what it needs to?
An Intel X series cpu, but it runs on the same ring bus as the mainstream models, as opposed to the slower mesh one on later X series.
Plus, like I said earlier, the cpu plays less of a role at 4K; you'll get even more 'shelf life' out of that 6800K because of that. A cpu upgrade would be more of a side-grade here.

I def. need a new gpu, will strix mobo be enough for that?
A few concepts you need to clear in your head.
Resolution is driven by your GPU not by the CPU. The role of the CPU is not to limit the potential of the GPU. You need 4k, not 3080. The 6800k overclocked should handle a 2080 but might limit a 3080. The 2080 is good enough for 4k.
The mobo has no part to play in this, should be fine.
