Ddr3 2400 CL11 vs ddr3 1866 CL9

Title says it all.
Would the faster speed make up for the higher cas latency?
Or would the slower ram with the lower cas latency be better.
I'm speaking in terms of gaming.

I'm using an i7 3770k, gtx 970, and asrock z77m motherboard

Higher speed > Lower CAS

Obviously there are limitations to this, but generally speaking, this hold true.

Yes the 2400/11 will be better than the 1866/9, the wider bandwidth overcomes the lower CL in this case, have an article on 2400 here:

My primary use of this machine is gaming. The secondary use is video encoding using handbrake. Is there a noticeable performance gain from the higher speed ram?

More with the video work than gaming, gaming could be up to a 10% or so gain depending on the game

Depends on how programs use system memory. Generally, there might be around 5% gain in performance using applications and around 4% gain in performance playing games when using 2400 memory instead of 1866 memory.
