the GT 730 is the better of the two, but neither of those cards are very good for gaming - if that is what you plan to use it for.

I am not looking for gaming car.
I need a good card between 70-80 USD for animation programs.

I want to make sure it runs 3ds Max and Eyeon Fusion not much I need.

so are they good for it ?

The 730 wil be fine. You cannot compare video cards by looking at the memory speed or type on the card. The only thing that matters is card has enough memory to run your application. How the card performs depends on the cards graphic processor and design specs most importantly.
