Yes, but no.

To go from DDR3 to DDR4, you need to change the motherboard.
Along with a fresh OS install.

Given a fresh OS install, it will boot 'faster' than what it is doing now.

So any difference would not really be from the RAM, but rather the new OS.

If the system in your sig is what you are inquiring about, you cannot do it. It would need to be a whole new system. It looks like you are using a HDD. Swap that for a 2.5" Sata SSD and you will see a world of difference in all load times.
