Dead motherboard or power supply after power outsge

Hello so a couple of weeks ago we had a power outage at my house. I went to turn on my computer alittle after it happened and it would not start. Yesterday i disconnected my graphics card, hdd, and ram from motherboard and tried to boot it. when i turned the power supply back on the cpu fan and one case fan started spinning even though i have two other case fans. I’m wondering if this is a motherboard issue or power supply issue. Any help is appreciated. Thanks!

How are the three case fans connected? This should give us a clue.

If they all go to case fan headers....I would lean towards the MB failing.

...but the best way to narrow it down...in my opinion....is to measure the voltages of the PSU with a volt meter. A cheap volt meter are about 10$.
