Decent PC, but getting really bad fps

I dont know a lot about pc specs so i bought a prebuilt one: https://www.amazon.com/CYBERPOWERPC-GXIVR8020A4-Desktop-i5-7400-7200RPM/dp/B0747W15QL/ref=lp_8588811011_1_5?s=pc&ie=UTF8&qid=1516438027&sr=1-5 but i feel im not getting the fps i should be, im averaging 40 fps in gta 5 on the lowest settings(until i start driving; i get unplayable lag and stuttering) , while in fallout 4 getting unplayable 10 fps on medium. On the customer Q&A on the link provided, others who have this same computer talk about easily running gta 5, overwatch etc on high, whilst i struggle to play these games on low. Am i doing something wrong or what? I know little about pc specs and parts, I only know how to install steam and play games/youtube.

The RX 580 does not support Analog(VGA is analog) so inorder to plug it into the 580 you'll need an active Displayport, HDMI or DVI-D to VGA adapter to convert the digital signal into an analog one.

What's the make and model of the adapter? If your monitor has an HDMI, Displayport or DVI connector get one of those cables instead of an adapter.

no clue, all i can tell you is that my monitor has VGA cable and its plugged into that

i appreciate the quick response but im gonna try, if i can, to save that as a last resort because ive already spent hours installing games just to have them not preform to my standards

You are plugging it into the motherboard which is why your FPS sucks. The game is using the Intel igpu and not the RX580. To utilize the RX 580 the monitor needs to be plugged into it.

the monitor i have is this one https://www.walmart.com/ip/Acer-K202HQL-ABD-19-5-1366-x-768-60Hz-LCD-Monitor/49688385 i dont see anywhere for an hdmi cable, the only other thing is a "DVI-D IN" on the back

so just to clear things up, i need a vga to hdmi adapter?

Thank you, and i do have a DVI port but i was looking online and apparently theres male and female ones? so im not sure which of the male or females i would get

 
Are you sure there's a DVI port on the back of the PC's video card? If it's that exact same model you linked to, then according to the specs (and a review) the graphics card on that system might only offer DisplayPort and HDMI connections. Both the DVI-D and VGA port are apparently for the integrated graphics, not the video card. So, a regular DVI to DVI cable might not be what you want.

Also, is that the exact same monitor as the one you have? I don't see support for DVI listed on the page you linked to. It might be useful if you snapped a photo of both the ports on the back of your computer and on the back of your monitor, and posted that here so we know exactly what they both have.
