Question Deep cool LE720 360mm aio liquid cooling problem

Hey i just found out that my cpu cooler can handle 250w tdp but when playing cs 2 at 140w i9 14900k is already hot around 82-85 degree,it should be lower because it can handle 250w tdp .how do this happen?is deepcool not good?

My z790 gaming x ax ddr 5 oc the cpu beyond limit but i lower it so it do not get too hot.but 140w on i9 14900k should get lower temperature
