Dell desktop won't turn on

A few weeks ago, the computer stopped working. Dell DCNE desktop, serial # 442Y0C1. When the power switch was pushed, the only result was a flashing light near the switch.

The power supply model H280P-01 was taken out and checked. it was dead.

A new identical power supply was obtained, and checked out. All the voltages are good.

The new power supply was installed and the computer does exactly the same thing. When the power switch is pushed there is no click, no noise, no power supply fan, no internal fans,... the only result is the flashing light near the switch.

The internal battery shows 2.8 volts.

If the switch is held in for several seconds, the flashing light stops flashing.

Is this a motherboard problem?

I would disconnect all the optical and hardrives, and see if it will post. Then try each ram stick one at a time in each slot, in case one stick or a slot is bad. After that, the only item left is the board, which you may find on ebay or craigslist if you're lucky. If you have a non dell windows cd, then don't buy another dell board; there's plenty of good boards such as biostar, asus, and gigabyte with the same chipset as your old board. To id the board chipset, use cpu-z, a free download.
 
Is the flashing light green or amber? On a Dell, if it's a flashing amber that almost always means PSU or Motherboard. So either the new PSU isn't supplying enough amps or the mainboard is toast.

o1die- since this is a BTX case, a non-Dell mainboard basically isn't an option. Intel used to make a BTX mainboard but this computer has an AMD processor. He can either replace the board with another Dell board or part out the computer.
