On lower settings yes, FPS would drop in an out in games though, it probably won't be a steady 40 fps more of an average. You would probably need both a CPU and video card upgrade to get to a solid 40fps at past low settings in new games. One or the other won't do much.

I would be more worried if your Dell Inspiron's power supply can handle the 170W from a GTX 760. As far as I know, most Dell Inspiron computers only have a 250-300W power supply which is far below the requirement of a 500W power supply for the GTX 760. The Core 2 Quad Q8400 already uses 95W.

I would replace the power supply if it is indeed 250-300W before putting in the GTX 760. I fried my old Dell Inspiron because the power supply could not handle the graphics card I put inside.
 
I did not catch that you were looking to upgrade the system as above ^ check that post and make sure your system can run what you are looking to get.

You are likely to be better off replacing the system once you get into buying new CPU, video card and powersupply along with more RAM. You can find used Core i3 and i5 systems for about $100-150 with 280-300 watt power supplies and get a RX 460 for about $100.
