Question Dell laptop won't turn on

Hi all,

I have a Dell Inspiron 13 7000 2in1
Model: p83g

It will not power up.
If I press the power button once it does nothing
If I press and hold the power button the CPU fan spins for about 5/10 seconds then stops and if I'm still holding the power button it keeps repeating this cycle

If I plug in the power lead it does the same as above even without holding the power button.

I have tried removing the battery and holding the power button down for 20seconds and reconnecting the battery same thing happens also have removed the battery held the button down and just plugged in the power lead same thing thing happens.

I've even removing ram and SSD but has no affect
 
Well, depending on what kind of Hw power batt that is should actually depend on how long you should power drain it before actually restarting it again. I once jumpstarted my best friends old 2013 or something MacBook Pro that never worked for 3 years by holding the button down for a whole minute at least then let it sit for a few seconds; plugged it back in and it powered on. Must've had the magic touch or just got too lucky
