Hi does anyone here know who makes the Dell 20 inch monitors I have heard that
they are Viewsonic monitors with a Dell Badge if anyone know I would love to

Actually Viewsonic is nothing more than a badging & marketing house. They
do not do their own (circuit) designs or manufacturing.
Dell doesn't bother with the middlemen but goes directly to the OEDs. It
would
require some detective work to discover who the OED may be for a specific
monitor you're interested in (like checking the mfg location &/or FCC ID).
