I want to find out which Graphic Card will be suitable for my Dell Optiplex 3010 Mini Tower. I want to be able to play GTA 5 and other high demanding games

The "required" power supply ratings from the vendors are a bit exaggerated i order to ensure the system is stable and to account for lower quality power supplies. As I said before, your power supply is very marginal to run a gaming card that is over a low end one, up to you if you want to try it without swapping out the power supply. It may work, but I don't recommend doing it. You can open a can with a knife and a hammer, but it's not as safe or easy as using a can opener. Right tool for the right job. Gaming card on an OEM power supply made for a basic business system is not the right tool.

You have two choices, get the card, see how it runs without the power supply, if it crashes you can always buy the power supply after you try it. Or get the power supply and card at same time.
