[SOLVED] Dell Precision t1650 motherboard (X9M3X) overclock?

This thread should really be a mix of Overclocking, CPUs, and Motherboards.
My processor is an i7-3770 (NON K), and I'm using it with the Dell Precision X9M3X T1650 Motherboard.

I am aware that Dell motherboards in general don't overclock.
I've seen videos online overclocking the i7-3770 non k, however they have motherboards that allow it. There is also a program I found online called Intel® Extreme Tuning Utility (Intel® XTU) that can do it even if overclocking is "locked" (sorry, I don't know the term) and the motherboard won't allow you to do it in the BIOS settings. My issue is that it is only available for CPUs that end in the K or X.

I've tried myself to go into the BIOS settings, and it does talk about the base clock and all of that jazz, but there's genuinely no way that I've found to tweak them.

I'm looking for a definite YES or NO letting me know if this is even possible under any circumstance.
If yes, I'd appreciate a way to do it.

One way to do that is with an unlocked CPU and Throttlestop software. There may be some unlocked Xeons available also.

I haven't founs any examples of unlocked CPUs running in that system. So it will be up to you to try it.

I do see a very few scoring 80% CPU ranking showing 3.7GHz turbo and 97% ranking for that CPU. So it looks like Turbo on all cores is possible. Probably an XTU overclock. But I'm not familiar with that method. You might ask here.
