The Gpu is A Radeon 5700
The ram is 8gb 1333

I want to add another kit of ram

A GTX 760 4gb
Does a Pci-E 3.0 work in a 2.0 slot

This will run on a Corsair 430M Right? PCPP Says it will only use 363W at max

Some other threads were very vague about some Questions I had.
Thx,

Solution
1. No need for 16GB of RAM, that will be an overkill and waste of money. No modern day game or program requires 16GB of RAM. So 2x4=8GB is sufficient.

2. GeForce GTX 760 - requires 30 Ampere on +12V rail and a 550W PSU minimum. So you need to replace the PSU with a decent one which has one 6 pin / and one 8 pin PCI-E connectors.

Measured power consumption single card
1.System in IDLE = 121 W
2.System Wattage with GPU in FULL Stress = 279W
3.Difference (GPU load) = 158W
4.Add average IDLE wattage ~10W
5.Subjective obtained GPU power consumption = ~ 168 Watts

So this PSU will be a better choice with some power to spare.

Power Supply: Corsair...
Memory: As long as the manual says it can handle what you are getting, you are good (I think it can, but I haven't looked it up)

Pci-e: Yes, you can plug in the 760 card and it will be fine. The Pci-e standard is 'backwards compatible' which means you can combine the two and it will always work, but at the lower of the two speeds.

PSU: You need 30amps, The CX430 delivers 32. Although it may work, there is no power contingency available. The recommendations call for 500 watts.

3. Yes PCI is forward/backward compatible, so nothing to worry about.

Thanks!! and the extra Ram is for fraps and video rendering (vegas uses as much as 64 so maxing out my specs will help with speed and loading times)
