Don't forget new OS as well, or wait.
Let see again a few things.
Why did you get new PSU? Did you upgraded your video card?
Have you tried disconnecting fan controller?
Remove fan controller cables, use old PSU and original XPS components (if you upgraded GPU, use original one) in new case.
If this doesn't work, go to your old XPS case, be very careful, remove your on/off switch with wiring and attach to your motherboard to test only - turn it on, will this work? This is where the problem is, also check your front USB panel from XPS case, you most likely want to remove it as well (to use it on new case) - there is possibility that it prevents you from booting. Dell is notorious with proprietary wiring as well, trust me on this.
As you can see, I moved from original case to Cooler Master, I had some glitches as well, original wiring saved me, so I suspect that this is the case.
So, would you try to fix or you would just get new motherboard, new OS etc....?
