Be gentle please, I have an old pc that works fine CQ5320Y running win7 home premium 64bit. I know it is old. I replaced the port with
a new port rated 10/100/1000. I have a cat8 cable and an XB8 router Xfinity. The test from Xfinity says I am getting 1200 to router but with speed test I am lucky to see 220. Is my pc just too old? Thank you.
TP-Link 10/100/1000Mbps Gigabit Ethernet PCI Express Network Card (TG-3468), PCIE Network Adapter, Network Card, Ethernet Card for PC, Win10/11 supported

Solution
Again, wait for the ISP tech to come out.

Direct cable from your router to your PC.
If, at that point, you do not get the actual performance you are supposed to, then it is either a bad cable, or the ISPs problem.

Anything other than good quality Cat5e....suspect.

Far too many bogus quality cables being sold.

What, specifically, is showing you "220"?
Screencap preferred.

. Did see thi8s on Xfinity site so may be SOL..

Your desktop or laptop must be running Windows 10 (64-bit) or Mac OS 10.8 Mountain Lion or newer. Visit the Microsoft Windows lifecycle fact sheet or Mac OS X support overview for their latest operating system information.
Additionally, your desktop or laptop needs a Quad-Core Intel Core i7 (or faster) processor and requires a solid-state drive (SSD)."
I am only dual core
Still trying to figure out how to add screen captures.
