then i did contact to another, he saying me that your motherboard issue. its BISO does not support the graphic card
I'm really confuse, please guide me

Specs of my PC
Pro. Core i5-2400 3.10ghz
Mobo: Dell 0y2mrg
RAM: 8 GB
PSU: 550 Watt
Graphics Card: RX 560 Pulse

Could be either or something else. The fact you have a Dell motherboard would suggest a couple of other possibilities.

  1. BIOS is locked to prevent such an upgrade.
  2. Motherboard's PCIe slot may not be providing the power it is typically supposed to support. (Conjecture.)
  3. Graphics card is faulty.

For unknown reasons AMD graphics cards tend to be more adversely affected by this issue with older systems. If possible see if you can test the graphics card in a working system; this would at least rule out a problem with the graphics card itself.
