Dilemma whether to downgrade cpu or gpu HELP!

I planned building myself a pc .
I have a dilemma whether should i buy a little bit worse gpu (gtx 950 4g instead of gtx 960 2g) and buy 40€ better cpu (from i5 4460 to i5 4590)

Or maybe i should go with gtx 960 2g and i5 4460
Is there a big difference between gtx 950 4g and 960 2g
HELP WOULD BE APPRECIATED!

Get the better gpu. No question about it. The gpu downgrade will hurt more than the cpu downgrade.
