Dimension 8300 CPU cooler removal

I feel foolish asking this, but have never seen the setup quite like in my
Dimension 8300.
I need to move CPU and cooler to a replacement motherboard and I see what
appear to be two small green release levers on the cooling fins mounted to
the top of the CPU.
They appear to be rather fragile and I do not want to break them. How is
this cooler/heat-sink removed?

From your description, you appear to be speaking of the (green) heatsink
retention clips. They assist in keeping the heatsink in the retaining
pedestal/base (black). They're tougher than they look, but a booger to get
out until you get the knack of it.

Use your thumb on the small "ears" on the clip (one clip at a time), and
push the ear backwards (towards the gap in the clip itself). This should
free up the short end of the clip from the pedestal/base, and you can just
lift the entire clip out.
