Question directx 9 installation problem on WIN 10

hi.
i just trying to install directx 9 cuz some old games dont run without that.
so i downloaded directx web installer from Microsoft .
and i receive this error while installation directx :

and i try offline installer of directx and RECEIVE SAME ERROR.

that error said Cryptographic must be enabled ,,, so yes it enabled in my windows.
so what can i do ?

my spec:
win 10- 64 bit v:1909 build:18363.418
please help.

And i see youtube vids about this problem, and noting help .

Have you played around with disabling services? Have you looked to make sure Cryptographic Services is running?

Are you sure it's directx they need? As mentioned in the post linked by onespeedbiker, you should have everything you need with the Windows 10 version of Directx. I ran the installer from the link in that post and it indeed said that there were no updates needed.

What error are you getting and with what games?

2 Errors :
xinput1_3.dll and d3dx9_43
In ( cod B ops 1)

So full story is : i install this win 10 about 2 months and i first install
Cod mw3 without instaling directx ,
And game run well , after i finish the game and unistalled , when i install this game (black ops 1) that error shows up .

If directx won't install, period, you probably have other issues. As noted above, I had no issues with the installer.

From an elevated command prompt run sfc /scannow and let us know if it fixes (or tries to fix) anything.

Yes. But you need to understand that this is an older game and you need to jump a few hoops, at time, to get such games to work. Having said that, the Directx installer should run and say no updates needed, or something similar, so see if the AFC command recommended above comes up with anything.

and after complete< this massage shows up:

I would try reinstalling COD; it's possible uninstalling it removed some necessary files and reinstalling it may install the Directx drivers you need.

So first off, the reason your CBS.log is so huge is the number of language packs. If you need that many, fine. If you don't, remove all the ones not needed, delete the original CBS.log (or rename it to CBS.bak) and run the same sfc command. Will make it much easier to go through and see if there are any real errors here. I am still looking at your original CBS.log, but as it is so huge (as you noted) it may be difficult to find anything useful.

In summary, the results don't look back, but it would be great it you could remove unneeded language packs so that I could get a better look at it.

Your uptimes are a bit on the long side for me personally:

I try to stay one week or less between reboots. While two weeks may not hurt anything, a clean boot could help in situations like this.
