Question DirectX redistributable Error when installing programs

Any time I try to install a program requiring a DirectX Redistributable, I get the following "An internal systems error has occurred. Please refer to DXError.log and Directx.log in your windows folder to determine problem"

I've tried turning off my anti-virus, running registry analysis/repair with CCCleaner and System Mechanic, installing as administrator, and a few other things.

It's happened with multiple programs, multiple versions of the redistributor from multiple sources.

1. yes. I've checked that multiple times.
2. it's not just one program it's at least half a dozen I've tried, mostly games.
