Disable the Clear History option in explorer

Hello, Does anyone know how to disable the clear browsing history option on a computer running windows XP and internet Explorer. I have tried the GPedit route but it doesn't work with XP.

 
2 fold,
1. I want to keep an eye on what my kids are doing online and they claim they never clear anything even though there is no history.
2. At my small business my secretary keeps clearing the history, cookies et al which screws up some programs we use. I could care less what she is looking at on her own time, but even though I have told her not to she keeps clearing the cookies. I was standing behind her and saw her do it one day. She didn't realize I was there.
 
1. If you want to see what your kids are doing, look at your router logs. How do you know they will not just run another browser, such as Chrome, from a USB flash drive?
2. Install another browser and tell her she can use that for her browsing, and to leave IE alone!
 



So I guess what you're saying is it can't be done? At least on XP?
 
I'll bump this question one more time because I can't believe SOMEONE doesn't know either HOW to do what I am asking or can CONFIRM it can't be done with this combo of windows XP and Explorer. To everyone who is suggesting a different way to accomplish my goals, thanks but at this point it is as much a hypothetical/academic question to me of whether or not it can be done.
