I recently bought a ASUS Strix GTX 970 OC 4GB card and I have a i5 3340 @ 3.3 ghz.
I feel like some games should run at higher fps on this upgrade from a gtx 650, they are playable sure, but it's more the point of figuring out if there is an issue somewhere of if I'm just expecting too much from the card.

Games like borderlands 2 drops to around 35 fps alot of the time, even with physx on low with the rest maxed out.
Arkham City rests between 50 - 65 even when I put everything on low.
I tested dragon age origins too as I expected it to run at quite a high fps given how old it was, but it goes to about 115 fps.

yes these are all playable, but this is to check if there is an issue, I'm expecting too much, or these games are horribly optimised.

Thanks in advance

It has low quality capacitors and its performance suffer under heavy stress.

"So there you have its an cheap PSU made and meant for non stressfull tasks like your basic office/media/web browsing PC´s, it does not belong in any kind of mid or high end gaming and/or overclocking PC and anyone that thinks and recommends it for those types of PC´s stop it."

What kind of Antialiasing settings do you have applied?
Do you have VSync or Adaptive VSync turned on?

There is no way you should be playing Borderlands 2 with the PhysX on low, just my opinion. I would be focusing on your individual game settings, rather than assuming there's some sort of defect going on.

well for borderlands the only AA option is FX AA and I have it on.
Vsync is off
and i'm using Windows 8.1.

So my PSU isn't causing anything?
Am i just expecting too much? I also heard PhysX was kinda broken for everyone
